Mountain View County's overall municipal tax increase set at 1.7 per cent

MOUNTAIN VIEW COUNTY - Mountain View County council has approved the 2025 tax rate bylaw, which sets a residential mill rate of 2.2271, down slightly from 2024’s rate of 2.3796.

The move came by way of motion at the April 9 council meeting, held in person and online.

The total municipal tax levy is $33,188,298, up from $32,638,575 last year.

“The county saw an assessment growth averaging nine per cent combined across all assessment classes,” Reeve Angela Aalbers told the Albertan.

“To balance the requirements for municipal tax revenue, council decreased the property class mill rates for residential and non-residential properties by 6.5 per cent, resulting in an overall municipal tax increase of $547,000 or 1.7 per cent over last year.  

“For municipal purposes, this decision means that 94 per cent of our ratepayers will see less than a $100 increase on this year’s tax bill, excluding new properties.”

The 2025 non-residential mill rate is 9.1565, also down slightly from 2024’s rate of 9.7916.

The assessment value of all property in Mountain View County as shown on the assessment roll is $6,119,333,780, up from $5,616,695,550 last year.

The residential assessment is $3,447,233,240, up from $3,142,390,980 last year.

The municipal contribution to provincial policing in 2025 is $1,207,957, up slightly from 2024’s total of $1,200,727.

The 2025 requisition totals $18,379,334, including $16,013,773 for Alberta School Foundation Fund (ASFF). In 2024 the total was $14,075,550.

The Mountain View Seniors' Housing (MVSH) requisition in 2025 is $2,209,079. The 2024 total was $2,082,671.

“Council has worked diligently to ensure that municipal tax dollars are used effectively and efficiently,” Aalbers said. “While we are pleased to confirm that the county has kept its operating budget stable and municipal tax rates in check, the requisitions mandated by the province, including the ASFF and MVSH, which the county must collect, increased by 13 per cent or almost $2,100,000.  

“This means that due to provincially-mandated requisitions, 26 per cent of our ratepayers will see an increase of up to $200, 36 per cent will see an increase of up to $300, and 26 per cent of taxpayers will see and increase of over $300 on their total property tax bill. 

“These mandatory collections reduce the portion of taxes remaining for municipal use from 64 per cent in 2024 to 61.9 per cent in 2025, highlighting that tax increases are driven by non-municipal sources.”

The reeve said the county “recognizes the financial pressures that many residents are facing and will continue to advocate for fair and balanced approaches to municipal and provincial taxation,” she said.

Council remains “committed to transparency and sound decision-making that reflects the priorities of our community,” she said.
